Jhansi, Uttar Pradesh – Sapna Tomar, granddaughter of the notorious dacoit Paan Singh Tomar, publicly assaulted an Assistant Engineer (JE) of the electricity department in Babina, Jhansi, on Wednesday, June 4, 2025. The incident occurred when a team from the electricity department arrived to install smart meters in the area. A video of the assault has gone viral on social media, leading to the registration of a case against Tomar for obstructing government work and other serious charges.
The incident unfolded in Babina’s Punjabi Colony when a team led by Assistant Engineer Vibhav Kumar Rawat from the Babina power sub-station began replacing old digital meters with new smart meters, a part of a nationwide government initiative. According to Rawat, Sapna Tomar vehemently opposed the installation. Despite the team’s attempts to explain the benefits of smart meters and cite government regulations, she remained uncooperative.
The situation escalated violently when Sapna Tomar suddenly attacked Rawat, punching and slapping him repeatedly. Other electricity workers present at the scene recorded the assault on their mobile phones, and the video quickly went viral. Family members of the woman intervened to separate her from the JE, preventing further escalation.
Following the attack, Assistant Engineer Vibhav Kumar Rawat immediately filed a written complaint at the Babina police station. Babina Station House Officer Tulsiram Pandey promptly initiated action. Investigations revealed that Sapna Tomar is related to the infamous dacoit Paan Singh Tomar, adding another dimension to the incident. Based on the complaint, a case has been registered against Sapna Tomar under various sections of the Indian Penal Code, including obstruction of government duty. The police are currently investigating the matter and will take necessary legal action.
This violent behavior by Sapna Tomar has brought her family background into focus. Her grandfather, Paan Singh Tomar, was one of the most notorious dacoits of the Chambal region. After his death in a police encounter, his family moved from Morena to Jhansi to live a normal life away from his past. Sapna Tomar is the daughter of Shivram Singh Tomar, Paan Singh Tomar’s elder son, who joined the army. The family has been residing in Babina ever since. This incident has once again brought back memories of the Chambal dacoit era, where lawlessness was common, and now a woman from that generation has engaged in such an act against government official.
